William Billing's "Easter Anthem"

I was just looking at Mr. Ornes' edition of Billing's Easter Anthem and was curious what is supposed to happen during the blank measures. There is no keyboard part so are these just "grand pauses" while the choir breathes?

I think the short answer is "Yes".

It works, beating strict Sacred Harp time with your right hand.
