I write music for practical use (being a churchmusician), that has sometimes been recorded for Dutch radio. Is CPDL a website that I can use to publish my music?

If it's choral/vocal music and you intend to release it under one of the license schemes that CPDL supports, this is definitely the right place.
You may also consider IMSLP. The licensing schemes allowed on IMSLP are slightly different, but quite similar to CPDL, anyway. CPDL probably offers better search tools for users who look for vocal music with specific characteristics (e.g., era, instrumentation, voicing, sacred vs. secular, etc.), so this may facilitate interested users to find your music.
