I had this message a few times last week and have;t been able to log in today. I hope I can rejoice that CPDL is a victim of its own success, rather than there being some other problem!
I'm not sure whether this problem is caused by the tests that we are performing on the same server to upgrade the MediaWiki software to the newest versions, or by other causes (e.g. DOS attacks). As a matter of fact, the database server starts using an anomalous quantity of resources, with database queries hanging for ever (hence the large number of user connections). Restarting the database server solves the issue. I'm keeping an eye on it.
