While not technically a commercial service, this is a tool I've been working on for awhile and thought this was a great place to share it.
Open IPA, is a free, quick, community-driven IPA transcription tool with accurate language transcription, PDF exporting, and responsive mobile and desktop editors. I created Open IPA after feeling frustrated at the lack of feedback and often high cost barrier that online IPA transcription tools have. Along with transcription into IPA, Open IPA offers detailed transcription rules for each character, giving you further insight into how to transcribe in a given language and improving your diction skills. You can access these rules by hovering over or tapping on any part of a transcription result. Open IPA currently features Latin and French text transcription, with German and Italian on the way.
