Password not working

I just registered, got my confirmation email, and clicked on the link in it. I'm able to access the bulletin boards (obviously, since I'm posting this), but I can't access CPDL itself, because it claims my password is incorrect, and traffic is "limitd due to congestion" at this time. Any help?
